According to customs statistics, from January to November 2010, Fujian exported furniture and its parts (hereinafter referred to as furniture) of 2.21 billion US dollars, an increase of 38.2% over the same period last year (the same below).


I. Main features of furniture export in Fujian Province from January to November this year


(1) Exports dominated by general trade methods. From January to November, Fujian Province exported 1.92 billion US dollars of furniture in the form of general trade, an increase of 44.4%, accounting for 86.8% of the total value of furniture exports in Fujian Province during the same period. In addition, the export of processing trade was US$260 million, an increase of 24.8%, accounting for 11.9%.


(2) Foreign-invested enterprises and private enterprises are the main exporters. From January to November, private enterprises and foreign-invested enterprises in Fujian Province exported furniture worth 1.1 billion US dollars and 910 million US dollars respectively, up 62.9% and 16.8% respectively, which together accounted for 90.8% of the total value of furniture exports in Fujian Province in the same period.


(3) Mainly exported to the United States and the European Union. From January to November, Fujian Province exported 870 million US dollars of furniture to the United States, an increase of 41.3%; exports to the EU reached 600 million US dollars, an increase of 47.3%; exports to the above two places accounted for 66.7% of the total value of Fujian's furniture exports during the same period. In the same period, exports to ASEAN reached 200 million US dollars, an increase of 85.1%, accounting for 9.2%.


(4) Mainly exporting wooden furniture and metal furniture. From January to November, the export of wooden furniture in Fujian Province was 980 million US dollars, up 49.8%, accounting for 44.1% of the total value of furniture exports in Fujian Province in the same period; the export of metal furniture was 900 million US dollars, up 43.8%, accounting for 40.9%.


Second, the main unfavorable factors facing the current furniture export and related suggestions


With the recovery of the economy, the international market gradually recovered. The economic indicators of countries and regions such as Europe and the United States gradually improved. The export orders of domestic furniture enterprises increased, and the export of furniture in Fujian Province showed a large increase. However, the current wave of world trade protectionism has not faded. The green barriers to furniture products are characterized by increasing diversification, integration and concealment, which seriously restricts China's furniture exports. Mainly manifested in:


First, the environmental protection threshold has become a major obstacle to furniture exports. The Green Ecolabel is an environmental labeling system that indicates that the entire process from production to use and handling meets environmental protection requirements. It is harmless or harmless to humans or the environment, and is conducive to the reproduction and reuse of resources. At present, 50 countries and regions including the European Union, Australia, and Canada have implemented a green eco-labeling system. More and more countries and regions have incorporated furniture into the target products of the green eco-labelling system. For example, the European Commission’s resolution on the criteria for granting ecolabels for wooden furniture (2009/894/EC) was implemented on November 30, 2009, stipulating that wooden furniture is prohibited from containing organic halide binders, nitrogen-acrylic rings, and polynitrogen Propylene rings, dyes and additives containing heavy metals, and the addition of flame retardants; and limits on formaldehyde emission limits in fiberboard and particleboard. Although the United States does not have a green eco-label, similar environmental requirements for furniture products are becoming more stringent. The US Standard Compound Formaldehyde for Wood Products will be implemented throughout the United States on January 3, 2011. It is the world's most stringent standard for formaldehyde emission from wood-based panels.


Second, the legality of timber has become a new difficulty in furniture exports. In recent years, Europe and the United States have become more and more demanding on the legality and sustainability of forest products, and have taken measures to limit illegal logging and timber trade. From April 1, 2010, the US Lacey Act amendments have been extended to cover all wooden furniture products, requiring importers to provide basic sources of raw materials and tree species every time they import plants or forest products. The declaration includes information on the Latin name of the wood species, the country of harvest, the quantity, size and value.


A few days ago, the Lacey Act had issued the first fine in China, and fined a US-funded company in Shanghai for US$40,000. At the same time, the European Union passed a bill prohibiting the import of illegal timber on July 7, 2010, requiring wood processing companies to provide legal proof of wood products with illegal risks and to investigate the country of origin of timber. Recently, the EU passed the "Country of Origin Labeling Law" with a high voter turnout rate. It is estimated that it will be promulgated in the first half of 2011. It also imposes strict requirements on the origin and environmental performance of imported products. The introduction of the above-mentioned bill not only increases the cost of furniture enterprises, but also because it is difficult to prove that the source of timber is legal due to different national regulations, and some sources of imported timber are not even verified, so the specific practice is difficult.


Third, the quarantine standards have become an additional requirement for furniture exports. In addition to the furniture products themselves, foreign requirements for quarantine clearance are becoming stricter. The US Department of Agriculture's Animal and Plant Quarantine Bureau announced in 2009 the "Proposal Act - China's wooden handicrafts to the United States quarantine requirements", and submitted to the WTO on April 9 this year, the bill clearly proposed all the wood products exported to the United States, are required Must be fumigated or heat treated, issued with phytosanitary certificates, posted traceable signs, etc. The bill adds audit content to the technical management of cargo clearance and the original complex customs clearance process, which will inevitably increase the customs clearance costs of production enterprises.
