REACH regulations
REACH is the abbreviation of the European Union Regulations on Registration, Evaluation, Authorization and Restriction of Chemicals (EU Regulation No. 1907/2006 and Directive 2006/121/EC) concerning the safety of the production, trade and use of chemicals. From June 1, 2008, REACH pre-registration officially began, and the entire pre-registration time is only 6 months.
The main content of REACH is the registration, evaluation, licensing and restriction of chemicals.
Registration: Registration requires manufacturers or importers to provide information on more than 1 ton of chemical per year, including submission of technical files. There should be information on the substance and information on how to manage the risks of the species used. Substances that exceed 10 tons per year are required to submit a chemical safety report to characterize their safety assessment.
Evaluation: The evaluation process will allow the competent authority to decide whether further testing and evaluation is required, whether the information provided by the registrant meets regulatory requirements (ie document assessment); for selected substances, such as suspected of being human health and When the environment is at risk, a material assessment is required. This assessment provides a mechanism for the industry to obtain more information. The assessment also advises on what action to take under the authorization or restriction procedure.
Authorization and Restriction: Only those substances of high concern need authorization. Substances of high concern are carcinogens, mutagens, substances that are toxic to the reproductive system, persistent, bioaccumulative and toxic substances, permanent and highly bioaccumulative substances and equivalents.
