This requires that we must vigorously promote the advantages and advantages of paper-molded tableware in public opinion propaganda and knowledge popularization, and raise and strengthen people's awareness of environmental protection, so that everyone can fully understand the ideology of white pollution and the interests of the human living environment. In any case, we should still admit that although the objective conditions for the implementation of paper-mold and cutlery do not allow us to sit back and relax, the national situation has indeed undergone major changes that are conducive to the development of this product. The trend of this change has always been positive and constructive. We should not doubt and shake this. From the microscopic point of view, the development, promotion and use of paper-mold cutlery is a new job after all. In terms of industry management, technical exchanges, transfer of results, funding, etc., its defects are obvious. Many appeals have resulted in little success. In the management of the industry, since there is no national uniform technical standard for paper-molded tableware and its production equipment, normative work cannot be carried out. While various development and production units are subject to various conditions, most of them are developing and improving their work under closed-door construction or mutual exploration. They lack a truly open and candid learning environment, leading to the technology of the project. Severe stagnation of the process is closed. Regarding how to increase the use of paper-mold cutlery, the author holds the following attitude. First, the relevant administrative department of the state administration should start as soon as possible to formulate technical standards and management regulations for paper-molded tableware and its equipment, so as to make it legal, scientific, and standardized so as to form industry scale and advantages as soon as possible, against plastic utensils for the human environment and society. The destruction will be blocked, and the administrative loopholes that ignore the national economy and the people's livelihood will only be taken into consideration in economic interests, and the development of paper mold products will be reduced. Under the standards of industry management, all development and production units can fully strengthen technical exchanges and cooperation so that their achievements can be brought into circulation according to the value of backlogs and market rules, so that the leverage of the market economy can fully play its role, and promote the use of paper and tableware. The research and development of its processes and equipment are growing rapidly and healthily. Governments at all levels should also provide corresponding supporting policies and specific measures. Second, due to the technology's closure and backwardness, coupled with the particularity of raw materials and processes, it has determined the disadvantages of cost-price in the market competition of paper-mold cutlery and EPS cutlery. According to the current market survey, EPS cutlery has been affected by local restrictions. Most of the prices have fallen below 0.15 yuan/ton. Even so, manufacturers are still profitable. The current cost of paper-cutting utensils is measured at the lowest level, and each price should also be 0.30 yuan or more (including tax), and the price difference between the two should be doubled. Is there a way to solve this disparity? The answer should be yes. First, according to the Beijing management model, production and sales of EPS-type tableware must pay a certain amount of recycling fees. The author believes that the minimum cost should be more than 0.05 yuan each; Second, paper mold products as recycled paper raw materials, each purchase price can be set between 0.03-0.05 yuan (the price per ton below 2000 yuan At this price, paperboard and packaging paperboard manufacturers will also welcome recycled paper cutlery as papermaking raw materials. In this way, the balance between the two will be very close to each other, and the scales tilted by the interests will be gradually balanced. Of course, the former must be recognized and supported by the government, and its revenue should be directly used for urban environmental protection. In particular, it should be pointed out that the views and practices of disregarding the special nature of products rather than the equal price of paper molded utensils and plastic utensils are impractical and will be difficult to implement in market practice. Third, whether the various manufacturers of paper molds and equipment can adjust their business strategies from the following aspects: Product quality: The waterproof, oil-resistant and heat-resisting performance of paper-molded tableware must pass, otherwise it is difficult to have practical value; secondly, its whiteness should not be lower than 70°, giving the impression of appearance should be smooth and clean; the physical strength should conform to or Exceeding relevant standards, otherwise it is difficult to meet the requirements of collective delivery; health standards must not be reduced; sterilization, sterilization must be strictly carried out during production, storage and transportation; and in terms of environmental performance, the degree of degradation, speed, and capability Natural absorption and other indicators can not be cut corners. 2. If the total supply of paper-molded cutlery in a city can account for more than half of the total demand for fast food in the city, the promotion of paper-mold cutlery in the city is bound to make considerable progress. 3.
